A Southern California native, Patrick launched OPR Communications more than 21 years ago to strengthen communities by aligning clients’ goals with sound public policy. An accomplished and highly respected public relations professional, O’Reilly has overseen more than 300 successful communications campaigns and projects that have helped create new health care, education, transportation, housing, and conservation opportunities. Patrick’s work has had a positive impact business and public affairs across the state for more than three decades.
Bob is a senior communication consulting professional who has more than 25 years of experience directing and managing agency and client service growth initiatives. An award-winning practitioner and founding partner of LA-based, FischerHealth (purchased by Omnicom) Bob leads OPR’s day-to-day client service, recruitment, account staff development and marketing activities.
Mike is a communication agency professional and former award-winning journalist who possesses more than 15 years of experience crafting and implementing integrated communication programs for some of OPR’s largest clients. He is also a skilled crisis communication counselor who has crafted and implemented dozens of litigation and crisis response plans and provided expert counsel to clients during rapidly changing events.
Dr. Anne Miles specializes in public affairs, coalition building, and media relations. Anne’s diverse professional experience includes public policy, campaign field organizing, and research. Currently, she works on land use entitlement and public outreach campaigns for several high profile projects throughout Southern California. Her responsibilities include community relations, media strategy and planning, outreach materials development, and project management.
Prior to joining the firm, Miles served as Political Director for a major statewide ballot initiative campaign. She has also worked as a contractor with the Department of Defense.
Mel leads OPR, San Diego and has more than 10 years of communication and government affairs experience. Prior to joining OPR, Mel served in the city of San Diego as Deputy Chief of Staff – City Council, Council District 1 and prior to that was Deputy Field Director for San Diego City Council Representative, Sherri Lightner.
For over 30 years, Tom has earned national acclaim for assisting public affairs clients and political campaigns. His current and past clients include county supervisors, district attorneys, sheriffs, mayors, council members and dozens of local elected officials. Tom’s many successful ballot measure campaigns include Prop. C for San Diego’s downtown Ballpark District, Prop. A for expansion of the city’s bayfront Convention Center, and Prop. D for approval of Carlsbad’s Legoland amusement park. Honored as Alumnus of the Year by his alma mater, the University of California, San Diego, Shepard served as Mayor of the City of Del Mar and currently serves as Chairman of the Board of the American Association of Political Consultants.
