Mel Millstein, Vice President

Mel Millstein joins OPR San Diego as Vice President and Director of San Diego Operations, bringing with him over a decade of experience in local and regional government in the San Diego region. Millstein served the Chief of Staff for the County’s Third Supervisorial District, where he led all policy strategy and communications. He subsequently became a Group Program Manager at the County’s Office of Emergency Services (OES), and most recently, as Group Program Manager at the County’s Land Use and Environment Group Executive Office (LUEG). Previously, Milstein served as a Senior Policy Advisor and Deputy Chief of Staff for a San Diego City Councilmember. In that role, he was involved in numerous high-profile land use projects and community-focused issues

Tom Shepard, Senior Advisor

For over 30 years, Tom Shepard has earned national acclaim for assisting public affairs clients and political campaigns. His current and past clients include county supervisors, district attorneys, sheriffs, mayors, council members and dozens of local elected officials. His many successful ballot measure campaigns include Prop. C for San Diego’s downtown Ballpark District, Prop. A for expansion of the city’s bayfront Convention Center, and Prop. D for approval of Carlsbad’s Legoland amusement park. Honored as Alumnus of the Year by his alma mater, the University of California, San Diego, Shepard served as Mayor of the City of Del Mar and currently serves as Chairman of the Board of the American Association of Political Consultants.

Nancy Chase represents a wide variety of corporate clients throughout San Diego County. For more than 25 years, Aimee Remanick has provided strategic support and project management for successful political, public affairs and governmental affairs campaigns.  Ms. Remanick has been responsible for managing the day-to-day activities and facilitating communications programs, including government, community and media relations, strategic planning, and implementation of special events. She has supervised numerous winning campaigns, including mayors, city council members, county supervisors, sheriffs, and ballot measures in San Diego, Riverside, Monterey and Sonoma Counties. She has also helped to develop and implement community outreach programs for a number of public and private sector clients, including San Diego State University and the San Diego Padres.
